PornClipDownloader is a tool, not a producer. It has never made any of the material people save with it, and it stores none of it: each file comes straight from another website at the moment a visitor asks.
Those websites decide what they publish, not us. The age and identity records that 18 U.S.C. § 2257 and 28 C.F.R. Part 75 call for are held by whoever produced the material and by the website that publishes it.
